Short Bio / Excerpt:
Vincent Tse is an accomplished economist, regional financial consultant, and environmental policy advocate specializing in ESG (Environmental, Social, and Governance) developments and green finance frameworks. He currently serves as the Vice President of the Macao Green and Low Carbon Industry Association (MGLCIA). Known for his extensive knowledge of monetary mechanics and sustainable corporate structures, Tse acts as a key operational link driving green economic integration across Macau, Hong Kong, and the broader Greater Bay Area (GBA).
Tse established his deep theoretical foundation in macroeconomics and financial systems during the early stages of his career. In the 1980s, he served as an academic instructor, teaching within the Economics Department at the University of Macau. Seeking to bridge academic theory with real-world regulatory policy, he later transitioned into central banking, joining the Hong Kong Monetary Authority (HKMA). This critical phase provided him with an intricate understanding of systemic risk management, cross-border fiscal systems, and monetary flows.
Driven by an entrepreneurial focus, Tse moved into private industry in the mid-1990s by establishing an independent economic consultancy firm in Hong Kong. For nearly three decades, his firm guided regional enterprises, public entities, and cross-border platforms through shifting financial regulations and regional market entry strategies. After a highly successful corporate consulting career spanning several economic cycles, Tse officially retired from full-time private practice in 2023.
Rather than stepping away from public engagement, Tse shifted his entire retirement focus toward driving climate resilience and sustainable finance across the GBA. In his executive role as Vice President of the Macao Green and Low Carbon Industry Association, he spearheads strategic local initiatives, specializing in Macau's rapidly expanding green bond market. He frequently leads major institutional policy analyses—comparing Macau's low-carbon infrastructure to global hubs like Luxembourg—to map out practical solutions for local green market limitations.
Today, Tse remains a highly active figure in East Asia's sustainability ecosystem. Beyond his leadership at the MGLCIA, he serves as an Adjunct Researcher at the University of Saint Joseph (USJ), where he directs research on green finance frameworks and mentors university-spawned sustainability startups. His ongoing efforts continue to elevate Macau's regional standing, successfully accelerating the commercial adoption of end-to-end carbon neutrality, low-carbon conventions, and zero-carbon MICE (Meetings, Incentives, Conferences, and Exhibitions) venues.
